I read Hugh Tovar's obituary to my mother, Jocelyn Caldwell who just turned 93. She was sorry to hear that Hugh had passed away and sends her thoughts and wishes to his family, and sends Dad's (Bill Caldwell) thoughts and wishes as well, even though he passed away in 1996. It's hard to extend condolences after a long life so well lived. I'd rather express a hardy "Bravo Zulu" (Navy terminology for "well done.") Hugh was the first COS for many of us young knuckledraggers in Laos, and we could not have asked for a better leader, for he had remarkable credentials that set him apart in positive ways. General John Vessey, former Chairman of the Joint Chiefs of Staff, mentioned that one of the most impressive people he ever knew was Hugh Tovar. I had the privilege of being in conversation with him and found him exactly as advertised. Please convey my condolence to the Tovar family about Hugh's passing. I used to work as a surrogate soldier in Laos during the Vietnam War under Mr. Tovar's direction. Mr. Tovar's job during the war was to protect Laos from being occupied by the North Vietnamese and Lao communists. He was dedicated to help protect Laos. His dedication will always remain in our memory. Mr. Tovar will now be able to rest in peace.

Our late parents, Oudone and Bounsou Sananikone, had great respect and affection for Mr. Tovar and were very grateful for his help when we left Laos in 1975 and sought refugee status in the US. Reflecting on Hugh's life, I recall his important support and involvement in publicly confirming the roles of the Hmong in the Secret War in Laos and the sacrifices made by those who allied themselves with the U.S. during the Vietnam War era. In 1997, he stood with Hmong General Vang Pao and his soldiers on the steps of the U.S. Capitol. Here the surviving soldiers who had served under General Vang Pao assembled for the last time to be acknowledged for their service. Hugh was with them. Later on Hugh either came in person to the annual May re-dedication of the Lao Veterans Memorial in Arlington National Cemetery or sent remarks acknowledging the sacrifices of those lost in Laos. His voice and presence were critically important in setting the record straight about the historical events in Laos.
My thoughts and condolences to Hugh Tovar's family for the loss of this remarkable man.

Hugh Tovar was my boss in Laos. I was assigned 500 miles away from him and had never met him until one day my wife and I were visiting Vientiane. We ran into him in a public setting and he knew my name and my wife's name. He also knew what my duties were and what I had been doing as part of those duties. He asked me questions that indicated he really understood. That was an astonishing thing to me, that a leader of many men and women and many programs knew such detail about a subordinate on his first assignment. Truly, one of the outstanding leaders I ever followed.

Hugh was living proof of how fine a person can be. He always had a warm smile, a sense of humor and a gentle demeanor. My first memories of my Uncle Hugh were from back in the 1960s while my family was living in Billings, MT. I was so impressed with how he always stayed so calm, no matter what was happening. And he always listened so attentively, no matter who was speaking, even a child. You could tell he genuinely cared. I have loved and admired my Uncle Hugh my whole life. He was one in a million - a truly remarkable man, and he will be greatly missed!
